Technical Director of PVA Technical File Services Limited, Paul
Varnsverry, has been invited to address numerous organisations and
conferences during a career spanning some 20 years.
In recent years, he has presented keynote speeches to leading
bodies whose members are encompassed by PPE legislation, and has
sought to improve understanding of the legislation’s scope, and to
provide practical advice and examples of how industry can comply with
the legislation’s requirements.
Here we present just two of the major papers Paul Varnsverry has
presented. These are:
PAPER 1 - "BRINGING PRODUCTS INTO CONFORMITY WITH THE
REQUIREMENTS OF THE EU PERSONAL PROTECTIVE EQUIPMENT DIRECTIVE BY USE
OF PUBLISHED STANDARDS OR ALTERNATIVE TECHNICAL SPECIFICATIONS"

Comments: This paper was presented to the 1997 Annual Conference of
the Association of Police Purchasing and Contracts Managers. Little
did anyone suspect how significant the fallout from this lecture was
going to be!
Immediately after leaving the conference, Mr. Varnsverry flew to
Pakistan for a three week tour of quality control and prototyping
motorcyclists’ clothing. When he returned, the office voicemail tape
was full, the fax paper was exhausted and it took quite some time to
download all the e-mail messages!
The Police (Health and Safety) Act 1997 had been published in July
of 1997, and the police service was trying to determine how it was
going to ensure compliance with all the legislation’s requirements.
Product conformance with the requirements of existing EU safety
equipment legislation was an obvious approach.
What developed from the response to this paper was the founding of the
BSI PH/3/12 work programme, which is covered in detail elsewhere on
this site.

PAPER 2 - "THE ROLE AND
FUNCTION OF PRODUCT STANDARDS IN ASSISTING THE MILITARY AND THE FORCES
OF LAW AND ORDER TO COMPLY WITH THEIR OBLIGATIONS UNDER HEALTH AND
SAFETY LEGISLATION"

Comments: This paper was presented to the September 2000
"Protective Clothing and Survival Equipment" Conference and
Exhibition, and develops the legislative scenario post implementation
of the Police (Health & Safety) Act 1997 and the Police (Health and
Safety) regulations 1999. It also considers the Ministry of Defence’s
response in terms of the health and safety policy statements issued by
successive Secretaries of State.
No one who attended the presentation will forget the opening
sequence, as a "mad axeman" attacked Mr. Varnsverry as he walked to
the stage! Fortunately, Mr. Varnsverry was able to grab a
strategically-placed riot shield just as the axeman took his first
swing, and the audience was treated to a close-up demonstration of the
capabilities of modern public order equipment."
